A mid-sized agency administers tens of thousands of policies with legacy systems and spreadsheets. Renewing, collecting, and retaining depend on someone remembering in time. The tools that exist offer a copilot: the AI suggests and the person still executes everything. The bottleneck does not move, because the work is still human end to end.
